New Baltimore Program Aimed at Curbing Panhandling

Summary


Hoping to quell the fears of tourists made uncomfortable by panhandlers, the Downtown Partnership of Baltimore Inc. launched a campaign to encourage people to donate money to charities rather than directly to panhandlers.

The Make a Change campaign will place boxes in some indoor public places and businesses downtown, such as stores, hotel lobbies and popular tourist attractions. Ideally, pedestrians would put spare change in the boxes rather than giving it to panhandlers, ultimately diminishing the amount of money available to panhandlers. Money collected from the receptacles will go to Baltimore Homeless Services Inc., a quasi-public agency that provides services to the homeless.
