As part of its effort to set minority contracting goals capable of withstanding a court challenge, the administration of Baltimore County Executive James T. Smith Jr. has hired an Oakland, Calif.- based consulting firm to determine whether minority- and women- owned businesses are receiving their fair share of county contracts.
If the Baltimore County Council approves the $238,522 contract, Mason Tillman Associates will spend the next two years evaluating all past county purchasing contracts. The council is scheduled to vote on the Mason contract June 21.See the full content of this document
