While urging fiscal responsibility and conservative budget management, Baltimore County Executive James T. Smith Jr. on Monday unveiled his $2.5 billion 2008 budget, which is focused mostly on schools but includes money for library additions and two community centers.

The budget, presented during Smith's annual state of the county address at a special session of the Baltimore County Council, is 6 percent higher than 2007's but does not include any tax increases.
