The Maryland Public Service Commission is weighing a possible moratorium on electric service shutoffs as part of its inquiry into spiking consumer energy costs, Chairman Douglas R.M. Nazarian said Thursday.

Nazarian and several utility industry officials came before a joint meeting of the Senate Finance Committee and the Senate Budget and Taxation Committee to discuss rising bills and customer complaints. He said a moratorium would not necessarily solve those problems, because it would not do anything about consumer costs.
