Telemarketing restrictions on the Baltimore-based National Federation of the Blind and Special Olympics Maryland do not violate the First Amendment, a federal appeals court has affirmed.
The 4th U.S. Circuit Court of Appeals upheld the telemarketing sales rule promulgated by the Federal Trade Commission in 2003, under which professional fundraisers are subject to restrictions not imposed on in house efforts by the charities themselves. The court also upheld the FTC's statutory authority to promulgate the rules.See the full content of this document
