Summary


Nothing is what it seems anymore in Annapolis as the General Assembly rounds into (what may be) its last three days of session. Open committee room hearings have turned to closed-door, can't-find- the-room-number meetings among top Senate, House and administration leaders.

On Wednesday, every single media representative in Annapolis was staked outside of the Speaker's conference room on the third floor of the House office building. They were waiting for House Speaker Michael E. Busch, D-Anne Arundel, and Budget Secretary James C. Chip DiPaula Jr. to emerge clutching each other's hands, jubilantly proclaiming, We have the solution -we've reached a compromise.
