Summary


A woman who was found by the Howard County Department of Social Services to be responsible for indicated child abuse for striking her foster daughter with a belt was not entitled to a contested case hearing on the matter, the Court of Special Appeals has held.

The intermediate appellate court agreed with an administrative law judge that Maryland law precluded Linda J. from receiving the hearing once she had pled guilty to related criminal assault charges and received probation before judgment.
