The chairman of the state agency that regulates horse racing is trying to arrange a legislative summit this month to emphasize the urgency of problems faced by Maryland's horse industry. And leaders of the General Assembly are willing to meet.

I would like to have it [the meeting] sooner rather than later, said Thomas F. McDonough, head of the Maryland Racing Commission, an arm of the Department of Labor, Licensing and Regulation.
