Amid litigation, the Maryland State Board of Veterinary Medical Examiners has given permission to a certified massage therapist to practice her craft on horses. But the therapist said she will pursue her lawsuit against the agency because the threat of losing her license remains under a state law that prohibits anyone but a veterinarian from performing equine massage.
