JacobsonDecision Issued: October 17, 2007On June 11, 2007, the Baltimore City Department of Social Services (local department) notified the Appellant that it found him to be a person responsible for indicated child abuse. The local department's charge was based on a determination that the Appellant, a high school teacher, intentionally hurt K*, a 16 year old student at the school, by grabbing her wrist, leaving a bruise.
