On June 11, 2007, the Baltimore City Department of Social Services (local department) notified the Appellant that it found him to be a person responsible for indicated child abuse. The local department's charge was based on a determination that the Appellant, a high school teacher, intentionally hurt K*, a 16 year old student at the school, by grabbing her wrist, leaving a bruise. The notice also informed the Appellant of his right to challenge the decision in a contested case hearing before the Office of Administrative Hearing...
