Government planners are at odds with residential leaders over details of a Towson neighborhood community plan, threatening to delay or even derail an accord on the redevelopment of an 8.5-acre parcel in the heart of the Baltimore County seat.

Yet both sides complimented each other recently, offering hope that a compromise can be reached before the county's Planning Board takes up the matter at a Sept. 7 hearing. The County Council representative is predicting a resolution by the end of this week.
