A non-judicial party may not be delegated the authority to determine whether visitation is proper, the Court of Special Appeals has held.

The Circuit Court for Washington County had ordered that Robert C. Sr. may only have visitation with his two children only a therapist agreed it was proper. The children were declared CINA after allegations that Robert C. sexually abused his daughter, Breanna, arose.
